THE PERMIT APPLICATION Process
In order to expedite your application we ask that you completely fill out the applications to include your name, address, phone number(s), e-mail address, job site location and block and lot number. The jacket and applications must be signed by the person performing the work.
1. The application folder must have all sections completely filled out, signed and dated by the owner or contractor /agent.
2. The technical sections must be completely filled out and signed and sealed as required.
3. Submit no fewer than two copies of the specifications and plans drawn to scale, with sufficient clarity and detail to show the nature and character of the work to be performed.
4. Indicate the estimated cost of construction including but not limited to building construction, on-site construction, and all integral equipment, built-in furnishings and finishes. When material or labor is provided at no cost, its normal or usual cost shall be included in the estimated cost.
5. Show compliance with the Model Energy Code. For detached one and two family structures three stories or less in height, compliance may be demonstrated by the submission of Energy Star compliance documentation. RES Check software is available at www.nj.gov/dca/codes or www.energy codes.gov.
Certification in Lieu of Oath--Before signing the Certification in Lieu of Oath indicating that you are performing the work yourself, please consider the following;
1. The laws requiring new home builders to be registered and contractors in various trades, such as plumbing, and electrical work, to be licensed were adopted to protect homeowners. If you are signing the Certification to provide cover to unlicensed home builder or contractor, you are forfeiting the protection afforded you under the law. The contractor that you have hired may or may not be qualified, and the government may not be able to help you because you signed the Certification indicating that you are performing the work yourself.
2. In the case of the construction of a new home, you are forfeiting your right to a new home warranty. Every new home builder in New Jersey is required to be registered with the State and to give a warranty to each purchaser. The warranty covers almost all defects in workmanship or materials, including appliances, for the first year; plumbing, mechanical (heating and air conditioning), and electrical systems for the first two years; and major structural defects for ten years. Further, the warranty will actually pay for the correction of defects if the builder fails or refuses to do so. By signing the Certification, you are giving up that protection.
3. You are violating the criminal laws of this State if you sign the Certification indicating that you are doing the work yourself when, in fact, you are paying someone else to do it.

Plan submission--Pursuant to New Jersey law, the owner of a single family owner occupied detached dwelling may prepare their own construction drawings. All other plans must be prepared by a New Jersey licensed design professional.
New Jersey licensed electrical and plumbing contractors are permitted to prepare wiring and plumbing riser diagrams for one and two family dwellings.
Drawings prepared by a New Jersey licensed design professional, MUST be signed and sealed by that professional.

REQUIRED INSPECTIONS
Construction work must be inspected as required by the Uniform Construction Code, N.J.A.C. 5:23-2.18. The Construction Office will conduct inspections as often as necessary to insure that all work conforms with the approved plans and the requirements of the Uniform Construction Code. The Construction Office hours are Monday through Friday 8:30 a.m.-4:00 p.m..
The owner or other person in charge of the work must notify this office when work is ready for inspection. Requests for inspections must be made at least 24 hours prior to the time inspection is desired. Inspections will be conducted within three (3) business days of the request, and work shall not proceed in a manner that will conceal it from the inspection.

Final Inspections are required for each subcode area in which a permit has been issued:
BUILDING ELECTRICAL PLUMBING FIRE
THE APPROVED PLANS MUST BE KEPT ON THE JOB AT ALL TIMES. IF THE INSPECTOR IS NOT ABLE TO REVIEW THE APPROVED PLANS ON THE JOB, THE INSPECTION WILL NOT BE CONDUCTED. The Construction Official or subcode officials may require additional inspections. Q & A
A building permit gives you legal permission to start construction of a building project in accordance with the approved drawings and specifications. By obtaining a permit, you are protecting your family and friends by ensuring compliance with minimum State and National building code regulations through the inspection process.
Permits are required for additions, alterations, electrical systems, plumbing systems, fire protection systems (alarms, fire sprinklers..), decks, fences, pools, heating and cooling equipment, kitchens and baths, sheds and roofing and siding. If you are unsure if a permit is required, call the Construction Department for clarification.
- How do I schedule an inspection?
Requests for inspections should be scheduled at least 24 hours in advance. For building, plumbing and fire protection inspections, call 908-647-8000 ext. 217. Please provide the permit number, site address, phone number, type of inspection and day you want the inspection. For electrical inspections, call 973-667-2239 and leave the same information. - How much will the permit cost?
The Construction Department fee schedule is available by clicking here. Remember, that each permit is subject to a State imposed training fee.
- How long will it take to get my permit?
For small projects the turn around time is usually less than one week. Large scale projects (new construction, additions, ..) take longer as these applications are more complex. When a completed application has received all of its prior approvals ( zoning, engineering, DEP...), it typically takes less than 20 business days to issue the permit.
- Where can I get a copy of my survey?
It is usually filed with your house papers. On occasion, we may have a copy if you have submitted one for a previous project.
- Do I need an architect to draw my plans?
Pursuant to State law, you are permitted to prepare drawings for owner-occupied, single-family, detached dwellings. Master plumbers can prepare riser diagrams for residential work. The Construction Department reserves the right to require the permit holder to secure the services of a New Jersey licensed design professional if it is determined the scope of the project is beyond your capabilities.
